E.J. Thomas counsels clients from a broad range of industries involved in antidumping and countervailing duty proceedings before the U.S. Department of Commerce and the U.S. International Trade Commission. E.J. has also assisted numerous companies with successfully obtaining exclusions from Section 232 and Section 301 tariffs and has participated in litigation challenging the denial of such requests. In addition, he counsels clients on U.S. Customs and Border Protection matters including prior disclosures, protests, and Uyghur Forced Labor Prevention Act applicability reviews.
In addition to his agency practice, E.J. has represented clients in numerous disputes at the U.S. Court of International Trade, U.S. Court of Appeals for the Federal Circuit, and NAFTA/USMCA binational panels. He has also assisted with the preparation of a petition for writ of certiorari stemming from litigation challenging actions taken under Section 232.
Before joining the International Trade group as a senior associate, E.J. first worked with the group as a paralegal and later as a law clerk and associate. He also brings experience from an Am Law 100 firm. Outside of his International Trade practice, E.J. assists pro-bono clients in asylum and immigration-related matters. He has successfully petitioned for asylum for two clients and assisted both clients with adjusting their status to become U.S. permanent residents.
