Atlanta (May 21, 2018) - Defense Information Systems Agency takes corrective action in face of a protest filed by Morris, Manning & Martin, on behalf of Total Computer Solutions, Inc. (TCSI).
In this procurement for Component Acquisition Executive Acquisition Support Services, TCSI was eliminated from competition during Phase I of a two part evaluation process. DISA had eliminated TCSI in Phase I for failing to meet minimum experience requirements for certain key personnel proposed by TCSI. TCSI argued not only that this evaluation was wrong but as a result the award to Barbaricum, LLC, a Washington, D.C. based consulting firm, was flawed. Without conceding the merits of TCSI’s argument the agency amended the solicitation and requested revised quotations. The GAO dismissed the case as academic after the agency took this corrective action.
