Atlanta (November 1, 2019) - In this procurement involving the testing of armor protective plates, the Army awarded the contract to incumbent IAP Worldwide Services, Inc. under a best value analysis. TCSI argued that its proposal was not properly evaluated and should have been given a strength under its technical proposal that would have placed it in line for award. Without conceding the merits of TCSI’s argument, the agency agreed to open discussions and allow offerors to submit final proposal revisions. The GAO dismissed the case as academic after the agency took this corrective action.
