A Turkish steel pipe producer MMM represents has scored a significant victory in the U.S. Court of Appeals for the Federal Circuit. The three-judge panel ruled on August 26 that the U.S. Department of Commerce should not have adjusted for what is known as a "particular market situation”, or PMS, when it first calculated tariffs.
